Peter Scott established the Companion Animal Sector Council (CASC) whilst part of the EIG (England Implementation Group). The initiative was at the behest of DEFRA who were encouraging the various animal sectors (originally farm livestock only) to develop sector councils which could bring people together to develop an animal health and welfare strategy specific for their particular sector. Peter was enrolled by DEFRA to extend this into the Companion animal sector.

The various groups all worked together (and still do), the dog and cat groups have developed sufficiently to be stand alone at DEFRA representation meetings but the others are still working through CASC, these are the rabbit group, ornamental fish group, reptiles and amphibian group, and ornamental bird group. All are heavily involved in developing strategies and Good practice guidelines for keeping.
